Civil Protection Initiatives

Civil Protection Law (*) is a law developed based on "Act on the Peace and Independence of Japan and Maintenance of the Nation and the People's Security in Armed Attack Situations etc." It aims to protect the lives, bodies, and property of citizens, and to minimize the effect on lives and the economy of the people, in cooperation with the national government, municipalities, and related organizations.

*Officially referred to as the “Act Concerning the Measures for Protection of the People in Armed Attack Situations, etc”.

Actions for possible cases of ballistic missile landing

In case of a ballistic missile launch which risks damage to Japan, the Japanese government will issue a J-Alert to the residents in the area to provide information.

The local radio communications for disaster prevention and administration will activate automatically, allowing alarms (special alarm sounds) to go off from the outdoor speakers. It will also send area and emergency emails to mobile phones to provide emergency information.

If messages play from the local radio communications for disaster prevention and administration, please pay attention to the information on TV, radios, and sound trucks and follow their instructions.

Actions in ballistic missile landing

Ballistic missiles take little time in landing after its launch. Please take the following actions after the messages play.


[If outdoors]

Take shelter in durable buildings and underground facilities nearby. If there are no buildings nearby, take cover behind objects or lay flat on the ground and cover your head.


[If indoors]

Stay away from windows and if possible, find a room without windows.

What is J-Alert?

It is a nationwide warning system in Japan which is designed to quickly inform the public of various threats that require immediate response such as ballistic missiles, tsunami, and earthquakes. The system sends information from the Cabinet Secretariat and Meteorological Agency through the Fire and Disaster Management Agency and automatically activates the local radio communications for disaster prevention and administration and other communication lines to provide residents with emergency information in a prompt manner.

We assumed situations such as an armed attack or a large-scale terrorism depends on the type and the scale of the attack.

4. Attacks used transportations for ways of destruction  (suicide bombing by aircraft)

2. Preparation for daily basis

In order to implement the civil protection procedures, Tokyo Metropolitan Government will have preparations; such as evacuation and rescue at the time of an emergency, the development of organizations and systems, point out evacuation facilities, stockpiling of goods and materials, strengthening of risk management for life-lines and the trains, setting up disaster prevention drills.

Providing Organizations and Systems

  • Along with the set and entry criteria of staff, we will establish a capable 24-hour readiness regime.
  • To take advantage of the disaster prevention administrative radio and television, we will create a communicating system, which is able to indicate alarms and evacuation quickly and accurately.
  • In order to carry out the transportation of evacuees and goods, we will create a partnership cooperation with transport operators.
  • We will ensure broad cooperation which is mainly eight prefectures and cities in the metropolitan area in order to prepare for the wide-area evacuation.

Setting evacuating facilities

  • With consideration for population of the areas, we will specify the pre-evacuation facilities.

Stockpiling food supplies and materials

  • We will use our stockpiles of disaster preparedness. Also, we will consider if the supplies (drugs and detectors, etc.) will be current.

 Strengthening risk managements for life-lines or railways

  • We will promote the efforts to ensure safety by the facility administrators in cooperation with police and fire department.

 Implications of Drills

  • We will widely invite the participation of residents, business owners, municipalities, and will conduct drills in cooperation with police and fire department.

3. Saving and Evacuating Citizens

Tokyo Metropolitan Government will set up the "Tokyo Metropolitan Civil Protection Headquarters (Director: Governor)", and will make efforts to ensure the residents’ safety in cooperation with related institutions such as the national and municipal governments.

The Tokyo Metropolitan Government promptly alert everyone through the disaster prevention administrative radio, television, and wireless communications of the municipalities.

Insisting Evacuations

The governor will instruct the evacuation through the municipalities' mayors.  The instruction contents will be changed each time due to how much time remaining for evacuation preparation.  Especially, we could easily assume that evacuation in the islands parts, the transportation will be very limited, therefore, it will be essential to evacuate all the islanders to the mainland as soon as possible.

Saving Evacuated Citizens

With cooperation, the Tokyo Metropolitan Government and municipalities will establish shelters, and provide food and water supplies and have health counseling.  Also, we will collect safety information and then inform you.

4. Minimizing Damages

In the cooperation with nation, municipalities, facilities’ managers, the Tokyo Metropolitan Government will minimize the damages caused by the armed attacks or others as much as possible.

We will ensure safety of electric, gas, water, and railway facilities, and will do security enhancement, and will make access restrictions.

We will give the expulsion orders of access restriction and prohibition into the areas based on the security area settings.

We will restrict or ban for producing at handling plants of which hazardous materials, poisons, deleterious substance, high-pressured gas.

We will do fire-fighting, the rescue and emergency action.

5. Countermeasures for Large scaled act of terrorism

In order to be ready for large-scale terrorist attacks, the Tokyo Metropolitan Government will collect and warn of crisis information on a daily basis, and we will work on strengthening of the initial response settings.  In addition, when the terror occurs, we will evacuate and rescue residents immediately in cooperation with the country, municipalities, the police, fire departments and related organizations.

Strengthening of the Initial Response Force of Large-scale Customers’ Gethering Facilities (Terminal Stations, theaters, etc.)

  • In consultation with business owners, we will strengthen the crisis management regime and collaboration, and aim to share information.

Training Implementation

  • In cooperation with the municipalities and businesses owners, we will conduct both trainings using drawings and simulation drills with assumed terrorism.

6. Absolutely Necessary Regional Cooperation for Civil Protection

Each region's cooperation is absolutely necessary for an implementation of the civil protection countermeasures.  Let's help each other and do these "prepared for disaster" and "assistance at the time of a disaster" actions in your region.

Please cooperate on the basis of ‘Protecting themselves on their own "self-help"’, ‘helping each other in the region "mutual assistance"’.

Requests to all of you

  • Please be prepared and be ready on a regular basis, such as to participate in the trainings that held by TMG and municipalities.
  • If you find a suspicious person or suspicious objects, please report those immediately to the police station and fire station.
  • At the time of evacuation, please help those people who need assistance, such as elderly / disabled.
  • In the shelter, please help us with distributing of food and drink supplies by city and municipalities.

Request to people in office

  • Please continually work on strengthening the crisis management of the facility from peacetime.
  • Once instructions on the alarm and evacuation are issued, please transmit information and evacuating information to employees and people in the facilities.
  • Suddenly, if an emergency occurs outdoors, Please cooperate with emergency evacuation into the facility.

The cooperation to the public protection countermeasures, is what voluntary  rather than forced. For ensuring the safety in each case, we will take adequate care.

7. FAQ about the Civil Protection

Q: What kind of corresponds are the wards or municipalities doing?

Answer:
Staff who are in the municipalities you live in, will make the transfer of information and evacuation guidance.

Municipalities will establish a national protection plan in the goal of the FY 2006.

Q: Will the alarms be rung?

Answer:
We will urgently tell you that an impending situation (or occurred) by sounding the alarming siren through the disaster prevention administrative radio of municipalities.
You can check the siren sounds on the website of the national protection portal site.

Q: What should we prepare at home?

Answer:
It is essentially the same as a preparation for the earthquake.
Please check your household once whether you have a portable radio, food and beverages of a few days, an identification card for the safety confirmation (driver's license, etc.).

Q: Would our freedom and the rights be guaranteed?

Answer:
About implementation of civil protection countermeasures, even if the additional limitation occurs, within a necessary minimum, we will do it on the basis of fair and proper procedures with respecting the people's freedom and rights guaranteed in the Constitution.
